01Rent or sell commercial property: owner's documents

Clarify the current documented use, areas and responsibilities before preparing an offer. Organize permits, floor plans, existing leases and known technical restrictions. Office, shop, warehouse and living space are not interchangeable descriptions. An apartment or house valuation from DDORF is not an automatic valuation of a commercial property. Any new use or change of use must be examined separately.

02Rent commercial space: describe payments and usage separately

Compile the intended use, handover condition, rent components, ongoing costs, technical facilities and outstanding work. Clarify the contracting parties and specific rights. A residential rent index or general residential tenancy draft is not automatically suitable for a commercial lease. DDORF provides no commercial tenancy contract and does not find tenants. VAT and other tax questions require assessment of your actual circumstances.

03Selling commercial property: income, condition and processing

For a let commercial property, keep documented income, lease terms, agreed options, owner-borne costs and outstanding work separate. Expected income from a new letting is not a confirmed transaction. Coordinate ownership, encumbrances and completion with the relevant specialists. The general documentation checklist helps you organise documents but is not a complete commercial-property review. DDORF neither finds buyers nor arranges a tax-free sale.

04Düsseldorf office market 2026 in numbers

Düsseldorf is one of the largest office locations in Germany. Prime rent, average rent and vacancy rates are not officially recorded, but are evaluated by the city's economic development agency and large brokerage houses in quarterly reports. The numbers differ depending on the method: Some reports only count new rentals of a minimum size, others also include subletting and areas in the surrounding area.

We therefore do not present one figure as the office-market rent. For every report, check the quarter covered, whether the figure is a prime rent or an average, and whether it represents net rent per square meter of lettable space.

  1. 1Prime rentAchieved in the best locations, mostly in new buildings with high amenities. It says little about what a small office in an existing building costs.
  2. 2Average rentWeighted average of all recorded completed leases. A more realistic guide for most tenants.
  3. 3Vacancy rateHigh vacancies strengthen your negotiating position - for example with rent-free months or grants for expansion.

Good to know

The advertised rents on portals are often higher than the actually agreed rents. Rent-free periods and expansion subsidies reduce the effective rent, but do not appear in the advertisement.

05Commercial rent index: Is there one?

No, not in the legal sense. The Düsseldorf residential rent index concerns living space. For offices, shops and practices, there is no local comparative rent that landlords must adhere to.

What is referred to as a “commercial rent index” are market overviews: reports from brokerage houses, economic development evaluations and sometimes overviews from chambers or associations. You can find out directly whether the IHK Düsseldorf is currently publishing its own overview. Such overviews are a good basis for negotiations, but are not binding.

For residential apartments, consult information about the rent index from the city for information on comparative rent. For offices, compare several offers in the same location and building category.

06Office rents by location

Location determines price more than any other property. Roughly speaking, there are six office locations in Düsseldorf. The classification below is relative - specific ranges per quarter can be found in the market reports.

Office locations in Düsseldorf · relative classification

CBD and Königsallee: Short distances to clients, courts and banks come with prestige—and the city’s highest rents. Small units are rare; many premises are let by the floor.

Medienhafen: Popular with creative businesses and consultancies, with rents usually just below the city-centre level. Check transport links: some buildings are farther from the light rail than you might expect.

Kennedydamm and Golzheim: An established office location between the city centre and airport. Alongside new builds, refurbished older buildings offer more moderate prices.

Seestern and Heerdt: Many older office buildings have vacancies, leaving room to negotiate rent and fit-out costs. Pay particular attention to energy performance and operating costs.

Airport City: Modern premises with parking and quick access to the airport and motorway. Convenient for businesses whose staff travel frequently, less so for employees without a car.

Surrounding towns: Neuss, Ratingen and Hilden often offer larger premises at lower rents, and their municipal business-tax multipliers may differ. 07Small office, practice, office with warehouse

Small offices of up to around 100 m² are in demand in Düsseldorf but can be difficult to find. Large landlords are often reluctant to subdivide floors because of conversion and management costs. Mixed-use buildings in Bilk, Pempelfort, Flingern or Unterbilk may offer options, including former shops or apartments approved for commercial use.

  1. 1Small officeAsk about partial areas and subletting. Short terms are more negotiable for small units.
  2. 2PracticeCheck accessibility, elevator, sanitary lines and whether use as a practice is approved by building regulations. You can apply for a change of use to the city's building inspectorate.
  3. 3Office with warehouseTypically in commercial areas such as Lierenfeld, Reisholz or Heerdt and in the surrounding area. Pay attention to ceiling loads, van access and loading times.

Use your apartment as an office?

You are not allowed to use an apartment for commercial purposes without further ado. To do this, you need the consent of the landlord and, depending on the extent, approval from the city, because Düsseldorf protects living space from misuse.

08Coworking and serviced office: when is it worth it?

Coworking is worthwhile if you need little space, want to remain flexible or don't yet know what your needs are. You pay per workplace or room per month; furniture, internet and cleaning are usually included.

Per square meter, coworking is usually more expensive than a conventional lease. However, you avoid fit-out work, a deposit of several months’ rent and a long-term commitment. Serviced offices sit between the two: private rooms combined with services and a shorter notice period.

As a rule of thumb, if you expect to house a stable team for several years, compare the full cost of your own office with coworking costs.

09Additional costs for businesses: what can be allocated

Commercial leases can pass more types of costs on to tenants than residential leases. The Operating Costs Ordinance applies directly only to residential premises. A commercial landlord may charge additional items, such as administration, maintenance of common areas or insurance, if the lease describes them clearly and transparently.

  1. 1Check the list in the contractEach cost item should be listed separately. Broad phrases such as “all additional costs” are risky and often lead to disputes.
  2. 2Cap administrative costsNegotiate a fixed percentage or cap.
  3. 3Limit maintenanceCosts for the roof, structural fabric and common areas should be passed on to you only up to an annual maximum amount.
  4. 4Request billingEven if you are a business, you are entitled to a comprehensible annual billing and access to the receipts.

A property manager often handles operating-cost accounts. See the Property management Düsseldorf (research directly from suitable providers) for an overview of local providers.

10Commercial lease agreement: the most important clauses

A commercial rental agreement is largely freely negotiable. Tenant protection under residential tenancy law only applies to a limited extent. That's why every clause matters.

Term and option: Fixed terms of five or ten years are common, often with a renewal option. Ordinary termination is excluded during the fixed term. An option lets you retain the premises without committing in advance to the extension.

Index-linked rent: Rent follows the consumer price index. For commercial premises, the Price Clause Act governs whether the clause is permissible, generally requiring a long-term commitment by the landlord. Check whether decreases as well as increases are passed on and what threshold triggers an adjustment.

Option to charge VAT: Letting is generally exempt from VAT. Opting to charge VAT on property rental depends on § 9 UStG, particularly whether the tenant uses the premises for transactions that do not exclude input VAT deduction. Business status alone is insufficient. Discuss actual use, the lease and possible exceptions with a tax adviser before budgeting for VAT or its deduction.

Formal requirements: Leases lasting more than one year are subject to a statutory formal requirement (§ 550 BGB). A breach may cause the lease to be treated as indefinite and allow earlier termination. The Fourth Bureaucracy Relief Act changed the requirements; have the applicable version checked for older contracts and amendments.

No rent cap for commercial space

The rent control (§§ 556d ff. BGB) only applies to living space. § 578 BGB, which regulates which living space regulations also apply to businesses, does not refer to this. The rent amount can be freely agreed upon.

For larger premises, have a lawyer specialising in tenancy law review the lease before you sign. It may commit you for many years.

11Buy commercial property in Düsseldorf

Anyone who buys instead of rents evaluates a commercial property primarily based on its income. The decisive factors are the sustainably achievable rent, the term of the existing rental agreements and the creditworthiness of the tenants.

An important key figure is the property capitalisation rate: It describes the interest rate at which the market values a property. The valuation committee for property values in the city of Düsseldorf publishes it in the annual property market report, separated by type of use. The lower the property capitalisation rate, the higher the purchase price in relation to the rent.

  1. 1Check rental agreementsTerms, index clauses, options and allocation of additional costs determine the value.
  2. 2Price in vacanciesEspecially in older office buildings, re-letting may require renovations and rent-free periods.
  3. 3Plan for additional purchasing costsIn North Rhine-Westphalia, 6.5% real estate transfer tax is due, plus notary, land register and, if necessary, broker commission.

Commercial premises require suitable, up-to-date comparable listings and information about the intended use. Ask specialist providers for dated references and details of their services. This guide does not refer you to a provider.

12Compare municipal business-tax multipliers in Düsseldorf and surrounding towns

Düsseldorf applies a business-tax municipal multiplier (Hebesatz) of 440 %. Some neighbouring cities are lower, others higher. Monheim am Rhein is much lower at 250 %. When choosing a business location, however, rent, tax, accessibility and the labour market must be considered together.

How the multiplier works: the business-tax base amount (3.5 % of taxable business income after the allowance) is multiplied by the municipal multiplier. With a base amount of 10,000 €, you pay 44,000 € in Düsseldorf and 40,000 € in Hilden. Sole traders and partnerships can partly credit business tax against income tax.
