01Three official project sources for your research
The city pages show planning contexts. They do not confirm currently available apartments, asking prices or promised completion dates. Retrieve the respective planning status and clarify actual offers directly with the provider.
- Metro Campus: municipal planning information on a new neighbourhood proposed for the former campus.
- vierzig549: official information on converting a former commercial site into a residential neighbourhood.
- Gerresheim South: municipal information on several projects and neighbourhood development within the planning area.
Check the actual location on the district map. A development’s marketing name is not necessarily an official district boundary.
02Compare project documents in a verifiable manner
| Information | What you capture |
|---|---|
| Identity | Project name, address, provider and source with access date |
| status | planning, construction or occupancy; Clarify the actual status with the person responsible |
| apartment | Specific unit, living space, equipment and type of use |
| Costs | Total purchase price or full rental payment, included and missing items |
| Appointment | Separate a contractual agreement from a non-binding forecast |
For rental comparisons, use the rental-budget calculator; for purchases, use the additional purchase costs calculator. These preparations do not replace an individual contract review.
03New building in Düsseldorf 2026 at a glance
Construction continues in Düsseldorf, but fewer homes are built than growing demand requires. New apartments are created mainly on former commercial and railway sites, on vacant plots and through denser development of existing neighbourhoods.
The State Statistical Office IT.NRW publishes how many apartments are completed annually for each municipality in the building completion statistics. The numbers fluctuate significantly from year to year because large projects are often completed at once.
| Type | For whom | Where to find |
|---|---|---|
| Condominium from the developer | Owner-occupiers and investors | Property developers, brokers, new building overviews |
| Freely financed rental apartment | Tenants with no income limit | Landlords, housing companies, rental portals |
| Subsidized rental apartment | Households with a housing entitlement certificate (WBS) | Housing companies, cooperatives |
04Where to look for project information
Start with the municipal housing planning and request specific project documents directly from the provider. Planning status does not confirm available apartments, prices or completion dates.
- 1Choose to buy or rentMany projects offer both. Purchase offers often contain the occupancy date, rental offers usually include the earliest move-in date.
- 2Check the move-in dateAn “expected” date is not a fixed date. There should be a binding completion date in the purchase contract.
- 3Inquire about marketing statusAsk how many units have already sold. A strong sales record is an indication that the project is proceeding as planned.
- 4Search for subsidized apartments separatelyWBS apartments are usually allocated directly by the housing companies, not via general portals.
05Check project and location separately
There are new buildings in almost all parts of the city. However, the focus differs depending on location and price level.
- 1North: Derendorf, Golzheim, RathLarge new quarters on former railway and commercial areas. Good connection to the airport and trade fair.
- 2Middle and south: Bilk, Oberbilk, Flingern, GerresheimNew buildings are often built in vacant lots or on former industrial areas, as well as larger quarters on the edge of the city center. Check the specific planning status of the city and the marketing status of the provider.
- 3Left bank of the Rhine: Oberkassel, HeerdtOberkassel is one of the most expensive locations in the city, and new buildings are rare here. Larger neighborhoods are being built in Heerdt. Check the specific micro-location instead of a general district assessment.
Project names, developers and occupancy dates change constantly. Confirm each information using dated project documents. This text is not a ranking of currently available projects.
06How much does a new apartment cost? Prices per m²
Newly built apartments in Düsseldorf are significantly more expensive than existing apartments in the same location. The surcharge reflects higher construction costs, current energy standards and the lack of need for renovation in the first few years.
Two different benchmarks help you assess a price. Developers’ Asking prices show the amount currently requested. The local valuation board’s Real estate reference values, by contrast, are based on prices actually paid and also cover new condominium apartments. If an offer is well above the reference value, ask why: fittings, position within the building or an included parking space may matter.
Official reference values and market reports are available from BORIS NRW. Check the property type, reference date and required adjustments: a reference value does not approve an individual asking price. Plan acquisition costs using the NRW purchase-cost calculator.
07Renting a new building: first occupancy and rent control
The rent cap does not apply to new apartments. Any apartment that was used and rented for the first time after 01.10.2014 is excluded (§ 556f sentence 1 BGB). The exception applies permanently, including any subsequent re-letting.
This does not make rent unlimited. Increases during an existing tenancy remain subject to local comparative rent and the statutory cap (§ 558 BGB). See the Tenancy law basics and comparative rent for more detail.
Good to know
08Subsidised new builds requiring WBS
You can rent subsidised new-build apartments only with a housing entitlement certificate (WBS). Apply for it at Düsseldorf's Housing Office. North Rhine-Westphalia sets the income limits; the city publishes the current figures.
Through the Housing Action Plan, the city obliges developers to offer some of the apartments in new residential projects with subsidies or at reduced prices. The city of Düsseldorf publishes the applicable quota and the conditions.
Subsidised housing is built mainly by Städtische Wohnungsgesellschaft Düsseldorf (SWD) and housing cooperatives. With cooperatives, you usually become a member first and buy cooperative shares. Register as a housing seeker with several providers.
09Buying from a property developer: process and risks
Anyone who buys a new apartment from a developer does not pay all at once, but in installments based on construction progress. The Broker and Property Developer Ordinance (MaBV) protects you from paying more than what has already been built.
- 1Check the building description and draft contractAs a consumer, you will usually receive the draft contract from the notary two weeks before notarisation (§ 17(2a) BeurkG). Use this time to review it.
- 2Notarization at the notary's officeA purchase contract covers the land share and apartment together. A priority notice securing ownership transfer is then entered in the land register.
- 3Payment according to MaBV installment planThe developer may only demand payment once, among other things, a priority notice in the land register (Vormerkung) and a building permit are in place. You then pay in no more than seven instalments according to construction progress (§ 3 MaBV).
- 4AcceptanceYou inspect and formally accept your apartment and the common property. Record every defect in the handover report. The five-year warranty period starts upon acceptance (§ 634a BGB).
Risk of property developer insolvency
10Additional purchase costs for new construction
Even with a new building, you pay real estate transfer tax, notary and land registry costs. A common misconception: When purchasing from a developer, the property transfer tax is not only due on the portion of the property, but on the entire purchase price including the apartment.
| Item | Assessment basis | Who decides? |
|---|---|---|
| Real estate transfer tax | Total price including building | 6.5% (NRW) |
| Notary | depending on the purchase price | Court and notary costs law |
| Land register | depending on the purchase price | Court and notary costs law |
| Estate agents | only if commissioned | agreement |
Buying directly from a developer usually involves no agent’s commission. Extras such as bespoke finishes, a parking space or a kitchen may cost more. Clarify what the price includes and add any extras in the additional purchase costs calculator.
11Funding for new-build buyers
Federal and state subsidised loans are available for buying a new-build apartment. Programmes, interest rates and income limits change frequently — check the current position before committing to financing.
- 1KfW: Climate-friendly new buildingLow-interest loans for new buildings that meet certain energy and climate standards. The developer must provide evidence of the standard.
- 2KfW: Home ownership for familiesSubsidised loan for families with children and limited income buying a climate-friendly new-build apartment.
- 3NRW.BANK: Home ownershipThe state promotes owner-occupied home ownership for households within certain income limits. The city usually accepts applications.
You usually apply for subsidised loans through your bank before signing the purchase contract. Obtain the conditions in writing.
12Checklist inspection and building description
When building a new home, you often buy something that doesn't already exist. The construction description is all the more important: it determines what you will get in the end.
- 1Read the building description carefullyWall construction, windows, heating, floor coverings, plumbing. Vague terms like “high quality” should be replaced by brands or standards.
- 2Check area calculationWhich calculation method was used? How much of the balcony and terrace area is counted?
- 3Have the energy standard verifiedEvidence is important for subsidised loans and later running costs.
- 4Owners' association rules and annual budgetHow much is the planned owners' service charge, and how large is the reserve?
- 5View a model apartment or reference buildingThis way you can see the property developer's equipment and quality of workmanship.
- 6Have it checked independentlyIf desired, a construction expert will accompany the acceptance. A lawyer specializing in construction law can help with the contract.
