Brief answers

  • A housing entitlement certificate (Wohnberechtigungsschein, WBS) is available to households whose income is below the limits set by North Rhine-Westphalia. The state building ministry publishes the current limits; applications go to Düsseldorf's Housing Office.
  • WBS apartments are mainly rented out by the municipal housing association (SWD), cooperatives and investors with subsidized new buildings. The rent is capped as an approved rent.
  • The general WBS is valid for one year in North Rhine-Westphalia. It states the permitted household and apartment size and does not guarantee an available apartment.

01Your next step: check, apply, search

Use the city’s WBS eligibility checker for a non-binding income check. The Housing Office makes the binding decision.

The official WBS service portal provides the online application, paper forms and information sheet. Prepare the application and income declarations. Depending on your circumstances, you may need identity, registration and residence-status evidence and other documents. Submit personal records only to the responsible authority.

Use the municipal housing agency and suitable landlords for your search. With a valid Düsseldorf WBS, you can register there as a housing seeker. Ask providers about the required WBS group, apartment size and actual availability.

Compare areas using our district map with zip code and rental data. These general market figures are not the approved rents for WBS housing.

02What is a housing-entitlement certificate (WBS)?

The WBS is a certificate from the city that you are allowed to move into publicly subsidized housing. Such apartments were built or modernized with state funding. In return, the landlord is only allowed to rent it out to households with WBS for a certain period of time and only at a capped rent.

The legal basis in North Rhine-Westphalia is the Law on the Promotion and Use of Housing (WFNG NRW). It determines who is eligible and refers to the state's funding regulations for income limits.

Income groups A and B: NRW supports housing for two income groups. Group A covers households up to the general income limit; group B covers slightly higher incomes. Group B apartments have somewhat higher approved rents. Your WBS states your group.

Good to know

The WBS is not a housing offer. It only entitles you to apply for subsidized housing. You can look for an apartment yourself or through the city's housing agency.

03Income limits 2026 in NRW

The state of North Rhine-Westphalia sets the income limits. They depend on the number of household members, with increases for each additional person and for children. The Ministry for Regional Identity, Local Government, Building and Digitalisation (MHKBD) publishes the current figures. Düsseldorf's Housing Office also lists them and assesses your individual application.

We deliberately do not reproduce a table here: income limits change regularly, and an outdated figure could deter you from applying at all. Always check the figures on the state or city website.

What counts as income: The annual income of everyone moving into the household is relevant. Gross income is the starting point, followed by standard deductions for tax, social insurance and work-related expenses. Allowances apply to certain groups, including people with severe disabilities, young married couples and single parents.

  1. 1Define your householdCount everyone who moves into the apartment. An unborn child counts if pregnancy is proven.
  2. 2Collect incomeCurrent pay slips, pension notices, notices of unemployment or parental benefits, maintenance.
  3. 3Check deductions and allowancesThe office applies the standard deductions itself. Provide evidence of severe disability, maintenance payments or care needs.

04Apply for WBS in Düsseldorf

The Housing Office of the state capital Düsseldorf is responsible. You submit the application there using the city's form; it is available for download at duesseldorf.de. Current opening times, contact and whether an online application is possible can be found on the office's website.

  1. 1Fill out the applicationFor all household members, with the signature of all adults.
  2. 2Attach documentsID card or residence permit, proof of income, severely disabled person's card if applicable, proof of pregnancy or maintenance.
  3. 3Wait for notificationAsk the housing office for processing times and missing documents. A fixed processing time is not promised here.
  4. 4Note validityA WBS is valid for a limited period. The notice states the expiry date; after that, you need to apply again.

Apartment size: Your WBS specifies a suitable living area or number of rooms for your household. You generally cannot take a larger subsidised apartment. State occupancy rules set the sizes; the Housing Office explains which applies.

In time, but not too early

Because the WBS is limited, you should apply for it if you are specifically looking. A certificate that expires shortly before an apartment offer can delay the rental.

05Where are there WBS apartments in Düsseldorf?

Check suitable landlords and the city agency at the same time. A reservation does not guarantee an offer.

Some apartments also appear on ordinary portals, usually marked “WBS required”. The Rental overview Düsseldorf shows published offers where available. The provider must expressly confirm WBS eligibility; a low rent does not establish it.

Respond promptly with the relevant details. Many subsidised-housing providers assess applications in order of receipt, first checking the WBS, household size and apartment size. Include a copy of your valid WBS and state how many people will move in. Ask about operating costs and heating for each apartment: the approved rent refers only to net basic rent.

Also check that the apartment's subsidised-housing occupancy restriction is still in force. Such apartments are reserved for WBS holders only for a specified period. After that, the landlord may let them freely and adjust the rent within legal limits. The tenancy agreement or landlord can tell you how long the restriction lasts.

06Subsidised new builds 2026: projects with WBS housing

For larger housing projects, Düsseldorf requires that some of the apartments be publicly subsidized or built at reduced prices. The basis is the city's housing action plan. New construction projects with subsidized apartments are therefore being built in many parts of the city, often in larger areas on former commercial or railway land.

The New building orientation for Düsseldorf explains where to research new builds. Confirm project status, the start of letting and the share of WBS apartments directly with the city or provider. DDORF does not provide a verified list of vacant new-build WBS apartments here.

  1. 1Report earlySubsidized new apartments are often rented out before the house is finished. Write to the developer or landlord directly.
  2. 2Check the move-in dateYour WBS must be valid at the time of the rental agreement. If construction times are long, plan a follow-up application.
  3. 3Pay attention to income groupMany projects mix apartments for groups A and B. Ask which group apartments are still available for.

07Rent with WBS: approved rent

The rent for a subsidized apartment is capped. The funding agency determines this approved rent during construction. It depends on the rent level in the city and the income group. Düsseldorf is one of the cities with the highest rent levels in North Rhine-Westphalia; Accordingly, the approved rents are also in the upper range.

The specific upper limits per square meter are set out in the housing support regulations of the state of North Rhine-Westphalia, which can be adjusted annually. NRW.BANK publishes them together with the funding programs. The approved rent is stated in the rental agreement for a subsidized apartment.

Compare the total budget for a specific offer with what you can afford. A rent index is not a list of available apartments. The city provides Information on comparative rent; tenancy-law questions need professional assessment.

Additional costs are added

The approved rent is net rent excluding heating and operating costs (Nettokaltmiete). You pay heating and operating costs separately. If your income is insufficient, consider applying for housing benefit (Wohngeld), also through the housing department.

08Improve your chances: urgency, waiting lists and cooperative shares

The demand for WBS apartments in Düsseldorf is significantly greater than the supply. These steps will improve your chances.

  1. 1Demonstrate urgencyA risk of homelessness, an eviction lawsuit, domestic violence or housing that can no longer be used safely for health reasons may lead to priority assistance in finding housing. Raise this directly with the housing department.
  2. 2Register on multiple waiting listsRegister with Städtische Wohnungsgesellschaft Düsseldorf (SWD), cooperatives and the municipal housing-placement service in parallel. Keep your details up to date so you are not removed from waiting lists.
  3. 3Plan for cooperative sharesCooperatives require shares, which you get back when you move out. If necessary, the job center or social welfare office can take over the shares - ask in advance.
  4. 4Be flexible with your locationIn districts like Garath, Hassels, Eller or Rath there is often more subsidized stock than in the city center.

If you have any questions about the rental agreement for a subsidized apartment, the Düsseldorf Tenants' Association can help.

09WBS in the neighboring cities (Neuss, Ratingen, Hilden ...)

The WBS is issued according to state law; the rules are the same throughout North Rhine-Westphalia. However, you have to apply for it in the city in which you live or want to live. The housing office of the respective city will clarify whether a Düsseldorf WBS is recognized for an apartment in Neuss, Ratingen or Hilden or whether you have to apply again there.

For general rent comparisons, consult information about Neuss and Ratingen. They do not establish that subsidised apartments are available.

10Incorrect occupancy, income increases – what then?

If your income increases after moving in, you may generally remain in the apartment. Eligibility is checked when you move in, not continuously. The landlord cannot terminate the tenancy solely because your income is higher.

The situation is different if you moved into the apartment without a valid WBS or provided incorrect information. The city can then take action against landlords and tenants. If you want to move to another subsidized apartment, you need a new WBS - and your income will be checked again.

Good to know

State law regulates whether a compensation payment is due for households above the income limit. You can find out the current status from the housing office or the tenants' association.
